The Civil Aviation Authority (AAC) published Resolution No. 371-2026-DG-DJ-AAC in Official Gazette No. 30644 of October 28, 2026, ordering payment to its former public servants of the seniority bonus corresponding to the year 2023. The agency's director general signed it on October 19.

The bonus is based on article 140 of the consolidated text of Law 9 of 1994, amended by Law 23 of 2017 and Law 241 of October 13, 2021. That provision grants permanent, temporary, contingent or career public servants, whatever the reason for their departure, one week of salary for each year worked at the institution, calculated on the last salary earned, plus the proportional share of incomplete years. Law 241 was declared of social interest, with retroactive effect.

The recitals state that the AAC already ordered, through Resolution No. 243-2025-DG-DJ-AAC of July 3, 2025, the payment corresponding to 2022, and that it now has the budget line to continue with 2023. The second operative point orders the Planning and Budget Directorate to include in the following fiscal years the funds for pending payments, and the third instructs the Institutional Human Resources Office to begin the steps needed to make the 2023 payment.

For former AAC workers included in the 2023 installment, the resolution opens the administrative stage of payment, although it sets no individual amounts or disbursement date. At the AAC, the right recognized by Law 241 is thus paid in annual installments, according to budget availability, which turns the bonus into a labor liability carried over between fiscal years.

Later payments have no schedule. The recitals indicate that the institution will continue with pending payments for later years once it has budget room, so their execution could depend on budgets from 2027 onward. The fourth point orders the resolution published in the Official Gazette. Nexo Capital will follow the next payment installments and how they are reflected in the AAC budget.
