Panama Approves Concessions for Two New Fiber-Optic Submarine Cables

The Cabinet Council authorizes the MEF to sign 20-year concessions for the CSN-1 and Trans Caribbean Fiber systems.

The Cabinet Council authorized the Ministry of Economy and Finance, acting on behalf of the Nation, to execute two administrative concession contracts for a period of twenty (20) years for submarine cable systems. Both resolutions were published in Official Gazette No. 30387-B of October 15, 2025.

Cabinet Resolution No. 103 covers the "Carnival Submarine Networks-1 (CSN-1)" system, operated by Telconet Submarine Networks, S.A. (TELCOSUB), with a total estimated value of US$1,238,522.40. Resolution No. 104 covers the Trans Caribbean Fiber Systems (TAM 1) network, with a total estimated value of US$2,439,112.80.

Submarine cable infrastructure is a key component of international connectivity and reinforces Panama's position as the region's digital interconnection hub. Operations will be conducted within the terms established by each concession.
