Taboguilla keeps its ship fuel terminal under a twenty-year concession
The contract between the Panama Maritime Authority and DECAL Panamá, S.A. sets a fee totaling US$15.8 million, an investment of US$4.2 million and social contributions of up to US$168,120.

The Panama Maritime Authority (AMP) published Concession Contract A-2004-2026 in Official Gazette No. 30643-C of October 27, 2026. It was signed on April 16, 2026 with DECAL Panamá, S.A. and endorsed by the Office of the Comptroller General on September 30. The contract is based on Board Resolution J.D. 038-2023, which granted the renewal of the original concession A2-015-2002.
The first clause renews for twenty years the concession over some 15.9 hectares of shoreline, beach and seabed on Isla Taboguilla, in the district of Taboga. The second clause assigns the area to the continued operation of the pier to receive, store, blend and dispatch fuel for ships, including quality testing and pumping products between vessels and tanks. The sixth clause counts the term from the endorsement, and the seventh provides that permanent improvements will pass to the AMP at no cost when the contract ends.
The economic component lies in clauses three to five. DECAL will pay a fixed fee per square meter (US$0.24 for seabed, US$0.3003 for beach and US$0.3005 for shoreline), equivalent to US$39,820.23 per month in the first year, with a 5% annual increase; the AMP expects to receive US$15,798,481.56 by the end of the contract. The company is also bound to invest US$4,204,000 and to carry out social and community projects designated by the AMP for up to US$168,120. The eighth clause requires performance bonds of US$2,211,787.42 and investment bonds of US$252,240, plus a civil liability policy of US$18,500,000 that covers fuel spills.
For the maritime sector, the renewal gives continuity to a ship fuel supply point near the Pacific entrance of the Canal, an activity linked to the competitiveness of the country's auxiliary maritime services. The contract also imposes operating obligations: buoyage under the standards of the International Association of Marine Aids to Navigation, monthly vessel reports, free navigation in the adjacent area and free use of the pier by vessels of the National Police, the National Aeronaval Service and the National Border Service (ninth clause). Assignment or subleasing requires the AMP's written authorization.
Nexo Capital will follow the execution of the investment committed under the concession.
