Law 562, published in Official Gazette No. 30647 of November 2, 2026, amends Law 6 of 1987 on benefits for retirees, pensioners and senior citizens. It stems from Bill 746 of 2026, introduced by Deputy Javier Sucre Mejía and nine other deputies, approved in third reading on October 30, 2026 and signed into law by President José Raúl Mulino Quintero.

Its article 1 rewrites the list of benefits in article 1 of Law 6 and sets it at thirty items. They include a 30% discount on procedures, therapies, medicines and supplies to treat cancer; 20% on prostheses, wheelchairs, hospital beds and other assistive equipment; another 20% on the rental, repair and maintenance of that equipment, with a medical certificate; 15% on ramps, grab bars and basic adaptations of the main home; and an exemption from import duty and from the tax on the transfer of movable goods and provision of services (ITBMS) on colostomy bags, urinary catheters and hydrocolloid patches prescribed by a specialist.

New article 1-A requires the regular price and the promotional price of discounted products to be displayed together, and amended article 5 empowers the Consumer Protection and Competition Authority (Acodeco) to impose fines of US$50 to US$5,000, doubled for each repeat offense. In return, article 6 makes all discounts deductible from the income tax of whoever granted them.

New article 1-B excludes from the discounts the consultations, tests, medicines and supplies provided at public facilities of the Ministry of Health and goods managed by health committees. The law also leaves out the trust that the bill's statement of reasons proposed to reimburse micro-businesses for the discounts they grant; relief for businesses remains the tax deduction. Pharmacies, clinics, laboratories and medical equipment suppliers may need to adjust prices and invoicing before the reform becomes enforceable.

The law will take effect six months after its promulgation (article 10), and regulations will define how to prove the need for equipment and home adaptations and the maximum amount of the latter benefit (items 28 and 29). The reform comes after the Executive vetoed, in September 2026, Bill 226 of 2025 on the same subject.

Nexo Capital will follow the regulations of Law 562.
