Panama sets new fuel support caps and distinguishes buses using the Centenario Bridge
The resolution keeps eligibility subject to validation and recognizes a specific weekly cap for buses weighing more than ten tonnes.

Panama established the prices and caps for temporary fuel support available to validated beneficiaries from 6:00 a.m. on October 16 through 5:59 a.m. on October 30, 2026, Panama time. Resolution MEF-RES-2026-3451 of October 14, published the following day, includes a specific limit for passenger buses with a gross weight above ten tonnes using the Centenario Bridge route.
During that period, the maximum prices recognized for beneficiaries are B/.0.95 per litre of 91-octane gasoline, B/.1.09 per litre of 95-octane gasoline and B/.0.90 per litre of low-sulfur diesel. This mechanism is not a universal fuel price reduction: it applies only to beneficiaries recognized and validated under the program and its operating conditions.
Support is subject to weekly limits. The resolution sets B/.303.07 for passenger buses and B/.333.87 for passenger buses on the Centenario Bridge route with a gross weight exceeding ten tonnes. It links this treatment to restrictions on the Bridge of the Americas and the additional distance resulting from the diversion. The Land Transit and Transportation Authority must certify the authorized vehicles meeting the requirements for that category.
Fuel exceeding the applicable cap receives no subsidy, and unused weekly amounts cannot be carried forward or transferred. The recognized price per litre must therefore be distinguished from the total support available: a subsidized rate does not imply unlimited coverage of consumption. Government compensation for the difference from the selling price depends on validation, operating procedures and budget availability.
The resolution targets passenger transport, freight transport carrying agricultural products and other essential goods, and artisanal fishing within a temporary, targeted scheme. Purchased fuel must be used for the activity justifying the benefit. Misuse can lead to suspension or cancellation, without excluding the corresponding administrative, civil or criminal liabilities.
For operators and supply businesses, the relevant variable is the support actually available according to the vehicle, activity and consumption, rather than a general reduction in costs. The resolution provides for fortnightly reviews of prices and caps. Although the instrument takes effect upon promulgation, the economic window established here starts on October 16 and ends on October 30 at 5:59 a.m.
