Families interested in San Miguelito’s municipal early childhood education centers now have a framework distinguishing applications from actual admission and formalizing service obligations. Mayoral Decree No. 015-2026 of October 2 was published on October 20, 2026 in Official Gazette No. 30638-A and took effect upon promulgation. Its scope covers establishments managed by the municipal administration, traditionally known as COIF.

Article 4 establishes that preregistration expresses interest in accessing the service but does not itself secure a place. Admission requires verification of requirements, payments and availability, and is formalized through administrative approval in the School Policy Agreement. This instrument must be signed by the guardian and the competent municipal authority as a record of the conditions governing the service.

The decree adopts six forms, including enrollment, medical information, emergency consent, use of photographs and people authorized to collect the child. The annex develops security measures and requires contact details to be kept current. For families, completing these records helps the center identify whom to contact and who may collect the child, without replacing the administrative review necessary for admission.

Payments must be made through collection mechanisms authorized by the municipal administration, and receipts must be included in the file. The annex excludes cash payments to the center’s teaching or administrative staff. Financial obligations refer to Municipal Agreement No. 9 of February 14, 2025. The new provision organizes their application within the relationship between the administration and guardians.

Article 9 establishes that the first two instances of lateness during a month do not incur a fine; from the third, a B/.5 penalty applies for each instance recorded during that period. It also provides for B/.27.50 for withdrawal before the end of the school year, in addition to the relevant month’s fee. These fines are subject to the general administrative procedure and must guarantee the right to a defense.

For parents and professionals advising on municipal services, the practical consequence is knowing what establishes admission and which obligations accompany a place. The municipal administration must communicate the calendar through its institutional channels; families should confirm the applicable dates there before arranging enrollment. These rules do not automatically extend to private centers or to every early childhood education service in the country.
