The National Energy Secretariat (SNE) published Resolution MIPRE-2026-0043651 in Official Gazette No. 30644-A of October 28, 2026, setting maximum retail prices at service stations for 95 octane gasoline, 91 octane gasoline and ultra-low sulfur diesel. The table is issued under Executive Decree 75 of October 27, 2026, which regulates the maximum prices of certain liquid fuels for six (6) months, renewable.

Article 1 of the resolution sets the caps for eighteen localities, from Panama City and Colón to David, Puerto Armuelles and Changuinola, and article 2 applies them from 6:00 a.m. on October 30 until 5:59 a.m. on November 13, 2026. In Panama City and Colón, a liter of 95 octane gasoline may not be sold above B/.1.324; 91 octane, above B/.1.189; and diesel, above B/.1.537. Changuinola has the highest caps in the table: B/.1.374, B/.1.239 and B/.1.588 per liter, respectively.

Using the conversion factor included in the resolution itself (one gallon equals 3.785412 liters), the diesel cap in the capital is equivalent to about B/.5.82 per gallon and the 91 octane gasoline cap to about B/.4.50. The difference between localities reflects, according to the recitals, the freight costs and marketing margins the SNE uses as a reference together with import parity prices.

For carriers, distributors, logistics companies and commercial fleets, the table provides a verifiable ceiling for budgeting the next two weeks. For service stations, the caps are a sales limit, not a mandatory price, and could squeeze margins in localities with higher supply costs. The resolution does not set prices for liquefied petroleum gas or other fuels, which Executive Decree 76 addressed separately.

The scheme is temporary and changing. Executive Decree 75 authorizes the SNE to update prices every fourteen (14) calendar days based on changes in import parity prices, so a new table should be published before November 13. Article 3 of the resolution provides that it takes effect upon promulgation. Nexo Capital will follow the upcoming biweekly updates and their effect on prices by locality.
